LMS Perfect World

I've never played this game before; although I am familiar with this type of interface since I have played WoW. I just can't for the life of me figure out how to open the system settings so that I can play in full screen mode. I see it in the help panel however it doesn't tell me how to get to it! Please help my poor self

Last button in right, down corner (the one with a knife and hammer on it... at least it looks so for me) then the middle one (monitor and keyboard like) from buttons which appear.

I always get frustrated with new games and then I figure them out by the time I get my answers, hehe.
